Fencing out Citrus Greening, Pierce's Disease (grapes)?

Why not mesh fences surrounding vineyards, groves? Couldn't it be a potentially mere height issue (along with a nice angled plastic cap they can't climb over)? Wouldn't it just come down to how high they can jump (or 'fly')? So then how high do they?

Probably could be done but would require some kind of containment area to stop accidental entry. At that point might as well be done in a sealed green house environment with containment controls in place.
Grow mainly fruits, vegetables, and herbs.
