Mailing citrus seeds?

Are we allowed to mail citrus seeds from state to state in USA, or send/receive citrus seeds from Europe? I can’t find a definitive answer online, and someone is wanting seeds sent to Moldova. Please advise.

USDA says no unless you are with permits in hand. I understand that the process for permits is extensive & expensive. In the US, be cautious of crossing State lines and Parishes with quarantines in place.

Fruit is different.  The perpetrator can claim he thought that the fruit was seedless and sent it for culinary proposes.  It will hold up in any court under this countries current regime.

I have never had a issue sending seeds anywhere in the world.

I  also have sent citrus seed to foreign  countries.  Have never had any problems doing so.
