I am interested in purchasing citrus scions, specifically different types of mandarines. If anyone is able to sell any or knows of a place to get them in Florida I would appreciate that information.

Florida budwood is only available to regestered, certified growers/nurseries at this time. The only a home grower can get legal budwood is from ccpp. For out of CA home growers it is $2.50 per bud eye, $25.00 for phytosanitary certificate and the shipping cost.

I don't think it is even legal for a Florida resident to propagate citrus within the state of Florida.

That is correct, only certified growers are now allowed to propogate citrus in FL.
