total newbie question - vigor vs tree size

I'm clearly missing a basic concept here. Can someone please explain - how can a vigorous tree also be a small tree? Seems like a vigorous tree would automatically be a large tree and a low-vigor tree would be a small tree, but that's not the case. So what does vigor refer to?

Iv always thought of vigor as how fast it grows i.e. low figure puts out a flush of leaves in the same time as high vigor has flushed out multiple times. Size is different way I think about it is annual s are usually high vigor they grow fast like a sunflower but would never get to the size a low vigor tree will be however the terms are not mutually exclusive you could have a high vigor plant that gets huge. I could be wrong though!

Aha! So vigor refers to how fast it grows. A low vigor large tree will get to full size veeeeery slowly, while a high vigor small tree will get to full size very fast? That makes sense - thanks! :)
