Bugs on my trees

Hi everyone, first time poster here and was having trouble finding the answer, although I do appreciate that most other topics I've lurked on have had great responses and feedback!

I have a Super Hass avocado and a Meyer Lemon tree that is being swarmed by these little bugs that are on the tree.  Picture below:



They aren't there every day, but lately, more often than not.  I thought they were aphids, so I sprayed the trees with Neem oil, but I don't think it did much work.  They have spread a little out toward my Carrie Mango, but not a whole ton.  They specifically like both the avocado and citrus leaves more than anything. 

You guys are all way smarter than I am when it comes to what I'm doing, so your feedback is appreciated!

Are there sucking insects on the underside of the leaves? Sometimes scale will feed on the underside of the leaves. Their secretion (ie poop) is sweet, which falls to the leaves below and attracts insects seeking honey.

The same bugs are on both the tops and bottoms of the leaves.  They just hang out there unless I disturb them then they swarm all around the tree (and me).

Was going to suggest Lacewings, but the wings don't appear long enough. Honestly they kinda look like big-ass mosquitoes. Is there any damage to the plants or any other signs of infestation?

I haven't seen any holes on the leaves, and they have been there for a few weeks on and off.  Mosquitos huh?  Crazy!
