I have rootstocks of 1/8 inch diameter to which I would like to graft 1/14 inch diameter or larger scions. How can I do this? Or is it possible?

You can try, but as with the opposite you want one side to match even with the bark.

Possible Yes but using 2 PG.
Same technique as Crown or double slit but doing it with PG.

Here the pictures of the classical grafts you must use the same technique but conversely.

1) couronne ( crown )

Okay, so you want to make chip budding?
In this case in fact it may be complicated.

Yes, chip budding is simple & you can make multiple plants from a single budstick.

The problem is that according to the diameter of the budstick the buds can be bigger than the diameter of the rootstock.

I'm confused, the smaller budstick is no problem to use on the larger rootstock... 1/8 is larger than 1/14.

The bud stick has a larger diameter than the scion.

Then yes, I would cut the buds & chip bud if the rootstock is not slipping.
