I have had good luck just cleft grafting. I use buddy tape to wrap the leafless scions and grafting rubbers to secure the union. I then wrap the union in buddy tape after I rubber band it.

Cleft or veneer have worked for me at a good success rate.  Not sure what part of Texas you are in, but I leave mine outside in some shade on the NE wall of he house.  I water like normal for the container's size.

About 2 weeks. But keep in mind it did the graft when everything was pushing vigorously in spring. But I bet the summer grafting will be just fine, just might not be a fast/vigorous as the spring bud push when there is lots of stored energy in every part of the plant

I forgot to ask do you have to Put a plastic bag over it if you already rapped the graft and scion in parafilm ?

Nope. The parafilm preserves the moisture in the scion.
