I chopped this tree a few months ago and I plan to graft onto these shoots but I’m not sure how many I should leave. I have already removed the smaller ones that didn’t receive any light. Thanks!

If I were doing this, I would leave all for now and remove what I don't want after I have grafted.
I would graft on it soon and see what takes and what does not.
When I am done, I will hope to have 3 or 4 well spaced branches and preferably at two levels (not all at the same node).  If you look from the top, if you keep 3 you want to have an almost equal angled Y, if you keep 4 you want to have as close to a "+" sign.

Orkine's advice is good, 3 or 4 main branches is ideal. If you really want to have some fun, graft to (almost) all the branches and then air-layer the branches you want to remove, which would give you several new trees to play with.

3 or 4 max, spaced evenly. The uppermost shoots will be best
