What are these little white specs on my mango trees?

Hard to tell from the pics, but maybe mealybugs?  Do they have tiny little legs?

I don't think they are unless it is the tiny larvae?  They are oval in shape and very small specs all over the bark.

Poke them with a toothpick to see if they're squishy. If they are, you can pesticide them or remove them manually. Water jet or brush or whatever.

They are some kind of scales. Remove them before they overtake your plant.

Weird.  Do they fly?  They look like white flies, until I magnify the image.  Then they don't.  But they don't look like mealy bugs either.  Whatever they are, I'd kill them quick!

Those are mango  scales. If you Remove them from the leaves you will most probably see chlorotic yellow patches at the site where they feed.
Mango scales will usually infest trees or part of trees that do not get enough sunlight.
From my experience, the best way to get rid of  the infestation is to spray them with 2% vegetable or summer oil. Two  application set a couple of weeks apart should do the job.

That was my inclination however I wasn't able to find pictures of juvenile scale.  The adult stage scale looks so much different.  Its interesting because where my trees are is not ideal for sunlight.  I guess that's just another reason to prune an open canopy to allow light penetration.
