Why it can not be Garcinia acuminata ?

Same reason it can't be Garcinia mangostana. It's a different fruit/tree

G. acuminata is an american garcinia  (formerly rheedia)

What is pictured above is an Asian garcinia species

The fruit definitely looks like xanthocymus, but the leaves dont. Xanthocymus leaves are long. Could it be G.dulcis?

No way. Both G.papilla and G.lancifolia flowers look like these.

Someone says it is Garcinia indica,another person says it is Garcinia hombroniana and one more person says it is Garcinia parvifolia.
Both Garcinia homobroniana and Garcinia parvifolia are not native to India,but the grower says he found it in the forest.
The tree is located in Papum pare district of Arunachal Pradesh.

Garcinia affinis  Leaves 4 - 18 x 3 - 10 cm, ovate-elliptic, acute to subacute at base, obtuse to short acuminate at apex, chartaceous, shiny, entire; lateral veins ca 18 - 24 pairs, filiform, straight or forked. Berries ca 3 cm in diam., ovate-oblong, smooth, purpurascens, bright red or dark purple, mamillate, crowned by stigma; pericarp spongy, pulp hardly of pleasant taste, 2 - 4-seeded. Seeds oblong, laterally compressed, 1 - 2 cm long..
Garcinia hombroniana Leaves 8.5 - 13 x 5 - 7 cm, elliptic to oblong-elliptic, slightly subequal, cuneate at base, subacute or very shortly and abruptly acuminate at apex, almost glossy above, dull beneath, lateral veins ca 32, slender, ascending, inconspicuous; petioles 10 - 13 mm long, channelled above..Berries ca 3 cm in diam., subglobose, smooth, with persistent sepals, pericarp thin, crustaceous. Seeds ca 6, 2.8 cm long, oblong, with soft juicy aril.
Garcinia lanceaefolia var. oxyphylla Berries orange-yellow, rarely red, ca 4 cm in diam., ovoid.

Are we sure it is not Garcinia cambogia?
traditionally used in cooking in parts of Southern India to add sourness to dishes.
Not all cambogia have obvious longitudinal ridging around the circumference of the fruit, look carefully.

The pictures look very similar to Garcinia indica, which is also grown in Arunachal Pradesh.

These are the two Garcinia species traditionally cultivated in India, so the tree you found is very likely to be one of them.

Garcinia gummigutta/Garcinia cambogia and Garcinia india are South Indian species.They are not cultivated in North East India.
"Kokum(Garcinia indica) is a tree with a dense canopy of green leaves and red-tinged tender emerging leaves. It is indigenous to the Western Ghats region of India, along the western coast. The tree is large and handsome, having elliptic, oblong or oblong-lanceolate, deep-green glossy leaves, 5.5-8 cm long and 2.5-3 cm broad. The flowers are fleshy, dark pink, solitary or in spreading cluster. The fruit is brownish or brownish-gray, marbled with yellow, and is crowned by the 4-parted, stalkless stigma. There are from 6 to 8 seeds, and the pulp is juicy, white, and delicious in taste and odor. It is about the size of an orange."
The Garcinia from Arunachal Pradesh is neither Garcinia gummigutta nor Garcinia indica. The owner of the tree says he got it from jungle.Please match the description of Garcinia affinis with this Garcinia species as Garcinia affinis is said to be found in the North East India.
The leaves of this Garcinia species are different from those of Garcinia indica,even the colour of the fruit.

Definitely not G.lancifolia. See the photos of unripe G.lancifolia.
