I used C-35 for grafting my Shiranui budwood. From everything I've read it performs well with many mandarins and yields trees with big production from a young age that are semi-dwarf to full sized, depending on the cultivar. Also a very large citrus nursery is trialing this variety on C-35. They have been in business for decades and know their stuff.

It really depends on what you are doing with the trees, in ground, in pots, etc. I would also consider Trifoliate for semi-dwarf, Carrizo for large size, or Flying Dragon for dwarf.

You might try Menlo Growers, I don't know what types of rootstock they use but they appear to stock Moro and a couple other bloods. They are in Gilroy.

It depends on the type of plants, these guys mainly attack citrus but can affect other species. See more info here...

They also only attack young growth so if your Page tree was the only one flushing when the moths were active it would be the only one affected.

Hard to tell without close ups of the leafs but looks like Citrus Leaf Miner. They attack the young flushes of leafs leaving behind squiggly silver trails ultimately causing ugly dried twisted leafs. Only cosmetic unless it's a young tree. You can treat with Spinosad.

JF: What is your source for the Temecula mandarin?

I have read a bit about this one and have seen it called Temecula Sweet or Temecula Ugly. Sounded like only one grower has these planted and they are infected with Tristeza. Is there a source for trees?

Finally received 6 buds (ordered 12) of Shiranui from UCR last week, it's been a long wait. T-budded them onto C-35 seedlings, for my first grafting attempt it seemed to go fine. Now I  just have to wait and hope.

If those grafts end up sticking I plan to get some other budwood of varieties I can't find at nurseries.

I have read there may be a rootstock incompatibility between Moro and C-35. See here...

Durling Nursery uses Trifoliate for most of their semi-dwarf trees. They do grow Moro and their trees are stocked at Home Depot and Armstrongs in SoCal, not sure what other regions they stock. I would suggest calling them and inquiring about finding a Moro in your area, you can also confirm that they specifically use Trifoliate in combo with Moro. They also stock something they call Red Valencia which I am pretty sure is Smith Red though not positive. Their number is 800-633-4411.
