Title: How to save this poor peach tree?

Help request from a friend... Gardener gave her once-beautiful-and-productive peach tree a bad pruning 5 years ago, and it is just not the same tree again. New growth on the top only, a few fruits 2 years ago, no fruits at all last year.
What do you recommend to save the poor tree? Topping? Girdling? Many many thanks in advance!!

Next spring do major pruning to lower the height of the tree by at least a third and fertilize to promote new growth and bring vigor back into tree. Looks like tree so tall with short current year growth, it hasn't been adequately pruned or fertilized for many years. If drastic pruning doesn't return vigor and fruit the following year, the tree may need to be replaced; peaches are not meant to live for decades; a short-lived tree per literature.
