Generally, zinc deficiency is one major cause for leaves that are much smaller than normal. High soil pH could also bring about this deficiency among others.

Overwatering? Underwatering? Maybe a deficiency? Whatcolor are the leaves? Colr can be an indicator of deficiency. Doesn't sound like typical soursop diseases. They usually affect the fruits and flowers.

Black tips, and bits of yellowing, also the soil is too alkaline, plan on putting rigorous compost with humic acid to break down and acidify soil

The growth habit looks odd too.  Branching looks non-existent.   They usually branch fairly well.

Can't be that because it was hot and dry in the summer

My brother lived in chula vista had this adobe clay for soil  had to put drain pipes at bottom of planting hole for drainage and not plant to deep. Bill nelsen of pacific tree farms told me that planting method, new to a boy from florida

As Soursop plants can prosper in a bucket of stagnant water for a year or more, I question the need for better drainage.

As mentioned already above, increase Zinc Sulfate or Zinc chelate, and also lower pH with Sulfur or Humate or organic matter.

Also make sure it has enough soluble Calcium.

You could get a soil test or leaf tissue test from Spectrum Analytic Lab, or some other reputable lab.
