Help with identifying longan leafs problem

Hi, as the tittle says I need your help identifying whats wrong with my longan tree, the leaves of the new branches twist. all help is appreciated :D

Herbicide?Thrips,Mites? look at bottom of the leaf with magnification.

I had this happen to many trees in my collection... It took awhile to find out. It was from using mulch that had eucalyptus in it, which was harming the plant. As soon as I removed the mulch, it was fixed within a few weeks (the old growth is still on there looking ugly, but the new growth doesn't suffer from the same curly leaf look).

so I looked very carefully into the leaves and found out this little guys, do you think they could be the culprit?
