my 'Hicks early' has 2-3 flush of fruit per year.
Does your mulberry get enough water in summer ?
Mulberry love also plenty of organic mulch.

New Orleans is one of the cities with the highest rainfall in the lower 48.
Part of the problem is as i said, my Red is a wild volunteer
and the only other mulberries ive ever seen fruit, only fruit in spring
(there are 2 other large older trees in the area that must be named varieties, excellent fruit)
but only fruit in spring.
Ive read some places that Morus Nigra fruits in the fall is this true ?
I think the Pakistani i bought is an Alba.
(my understanding is there are several named Pakistani, alba and Nigra)
I mulch everything, usually heavily.
If you haven't already, try cutting back the mulberry a few times throughout the growing season. That usually helps stimulate new flushes and fruit. One of mine produces a heavy spring crop, then sporadically throughout the year. When I cut it back after that spring crop is mostly done, I get another decent crop pretty soon after.
ive tried cutting back the red and fertilizing it with no result.
i also did it to the dwarf ever-bearing, which fruited, but still small shriveled fruit.
