That doesn't look like white fly infestation that I have had. Looks more like a fungus or scale.

I noticed a similar looking white fuzz on my trees after spraying for scale. It looks to be a fungus growing on the cottony-cusion-scale corpses. Mine isn't in thick patches like yours, though, not sure if its the same.

I am not sure it is Dialeurodes citri because there are hundreds of species, but I am sure it is a whitefly.
Did you search for photos of white fly?
You will see the woolly colonies.
Shake your plant and tell us what happens.

Check out pictures of wooly aphids. Closest thing I can find.
