Damaged Backyard Citrus in Destin Florida

I was recently in Destin, FL and I saw numerous citrus trees that looked damaged or just barely clinging to life.

Here are some pics from Friday Feb 20th 2015:







As you can see from the above image, the tree had very few leaves but yet quite a few large oranges. I'm trying to figure out what happened to this tree. This winter was not as cold as last, so I would expect to see full foliage. It was really sparsely foliated and looked like it was dying.

Do you guys think this tree will survive?

Here is another one:









I thought last summer they would have gained all their leaves back, and this winter didn't even go below 20F in Destin. I guess I'm trying to figure out why they look so defoliated and unhealthy.

Any ideas?
