Title: What is wrong with my loquat seedlings?

Leaves on my seedlings are crunchy and have black spots - not sure what could be causing this.

Wow, that looks awful. I have many adult loquat trees and seedlings, never seen anything like that.
Looks like it's hopeless, get another one that is healthy.

Looks like fireblight, there are many treatments, it's primarily spread by landscape trees like evergreen pear.  It's a common issue in most plants of roseaceae. Quince are much worse.
