Beach sand is typically either made from crushed coral or crushed rock, depending on the location.   Sand from crushed rock would be fine to use in most places.  Crushed coral will have more of an effect raising soil pH and hardening the water.
Applying laws and rules equally to all is a cornerstone of a civilized society.

yikes!

I'd stay away from beach sand for most tropical fruits!!

it's got a bad reputation (I've heard bad things from growers who've tried it!! )  and I'm sure the salinity doesn't help!!

Yeah, I wouldn't use beach sand. Is loamy soil already a clay/sand mixture?

the beach sand in Fla is no good and protected, made from crushed coral it will raise the ph. if the sand is made from silica or any non limestone would be ok, salt washes off, i have never been to Cali so i dont know what the sand is like.

I would avoid using it, you would have to rinse it well and it can raise your pH. I would just pick up sand from Home Depot which is what I did. It's by the bagged cement.

River sand might be a better choice or sand from gravel and crush rock screening, but if you meant to create a loamy  lots of organic matter does help aerate soil and make it more porous.
I have used sea sand on citrus in planted in the ground and it didn't seem to bother them, I'm not so sure about using it in pots.
