I would like to ask if anyone knows if its possible to grow and fruit amelanchier (serviceberry) in zone 9b or is it impossible due to the small amound of chill hours?

Normally this is not a problem.
How many hours of chilling time do you have in your orchard?

i have never calculated them but some plants that are doing amazing in my garden are redcurrants, rasberries and blackcurrants that from what i have read need some winter chill more that common apples, peaches, cherries etc

I think 9b is pretty far outside of its normal range, but i could be wrong. You might have a hard time.

That is the reason i asked, from what i have read the recommended zones are 4-8 or 4-9 so maybe it could be possible
