I like to remove those low branches otherwise it will be laying on the ground when it fruits and it's already growing into the fencing.

I would remove all the branches and keep the top cluster only.

Why dont u  leave them stay and just remove any new growth that happens on them, till the top part gets bigger ,the plant will benefit from not removing the branches at this stage. Again, I dont have any meaningful experience with avocado , but I would do just that for any other young thee.....

That will encourage more new growth from the lower branches which will take away the energy from the growth at the top, where it is needed.

I have the same problem with my Don Gillogly I bought couple weeks ago.  The two lower branches are as big as the main trunk but can't bear to cut it.  So I stake them hoping that they can grow upward instead of growing outward.

Ended up pruning most of lower branches that were growing out horizontally and trying to see if i could train to save the ones that werent too drastic.

Thanks again for all your inputs always deeply appreciated.

Looks much better.  Dont be scared to shape young trees, that's the right time to fix them.
