removing water sprout growth

A couple of my citrus tree (moro and gold nugget) had been under stress due to overwatered, leaf miner etc.  So there has been almost no new flush of growth off  the main branch.  Instead, I saw most of the growth are on these water sprouts that are on the lowered part of the trunk.  See attached pictures.  Should I just remove them from the trees?  Thanks

I am a pruner in a systematic way. I like a tree shape to my citrus. From your photos all of the growth does not look like watef sprouts. I like to remove most water sprouts as they usually are from low on the area I like to be trunk. However.....water sprouts will and do become good fruiting branches. Be sure they are not sprouts from the rootstock. If they are by all means remove them.

Your tree does not have any water spouts.  Let the new grow continue to grow.

Are branch spreaders used on citrus?  They are commonly used on apples and peaches to prevent narrow crotches leading to weak branches.  I've never read of them being used on citrus.
