Best Sources for fresh Passiflora seeds?

I have bought from many sources with only a little success. I think the seeds were old. I want faster germination rates (fresh seeds). Many of these pages on eBay don't even use their own photos. Is it safe to buy international without any permits? What are some good sources? I know this should probably have been posted on the buy/sell/trade page, but I just want sources.

What are you after? I've got some pandora red supersweet 96A that I've been eating lately that are pretty good. But there is a black a few M away so it may have been cross pollenated. The stand up the hill has had misty gem hybrid passionfruit for sale lately.
