Trim kumquat leaves

I have 4 kumquat pots. Two of them have beautiful green, plentiful leaves. The others two have old and ugly leaves. So, I decided to trim all the leaves off. Is it a bad thing to do to the trees? Does it affect the fruiting ? Should I spray neem oil to prevent leaf miner when new leaves occur?

If the leaves are still green, you are removing energy production fron the tree.
