I know that Owari will sometimes takd a weeping form but this is ridiculous....so ridiculous that I did not pass it...planted it in the back yard. 7

That looks pretty typical to me, but owari is a very good tasting variety so you should enjoy it

Here is my 18+ yr. old in ground owari.  Its very weepy and only 5 ft high after all these years.  Right next to it is a 9 year old moro blood orange for perspective.  They are together in a bed only 4 feet apart.  Since I have limited space I was practicing with the High Density Home Orchard technique.  I did not understand at the time the different height the two trees have.  Nevertheless, I get excellent crops off of them.  I am pleased with quality of the fruit from both.
