Make branch on tree grow roots?

My dad told me he saw video or tv show of growing roots on a branch while attached to tree.
He said they skinned an inch or 2 of a branch, wrapped it with moss & stuck a plastic bottle over skinned area, months later it grew roots, cut branch with roots off tree & made clone.
I told him i'd ask about it here.  Is it true?  I'm on the fence.

That is known as air layering or marcotting.
