Lack of fertilizer or greening which is also called yellow shoot disease.

A young new citrus is supposed to  be fertilized 6 times/year for the first year, 5 times/yr the second year, 4 times/yr the 3rd year and then 3 times/yr every year after that.

I felt I fertilized at least twice this year already and its a couple years old. It looked fine in January and has declined since then.

This is a combination of issues.  Not just lack of food, but also severe sunburn.

Citrus is a closed canopy tree, and your canopy is very open and there are burns all over the bark.  Need to find a way to shade/filter the direct sun it until it makes new coverings.

Get some foliars and feed it a rotation weekly until it recovers, and possibly change your ground feeding to something which won't burn it meanwhile, such as Osmocote Plus and Premium worm castings, etc.

Cut off those dead, damaged and diseased branches asap.

But first take out the grass at the bottom of the plant!
It takes all the nitrogen  of your fertilizer.

What does sunburn on citrus tree look like? Mine defoliate in winter, so may they be sunburned?
