If branches are drying up and dying then I would not say the tree is ok  ::)

I have been told that the Florida version of the tea shot hole borer  is boring some mango's in our area  so there may be a possibility that its California close relative may be  liking your mango. Check for signs of drilling small cavities etc. This ambrosia beetle carries a branch killing fussarium.  Just one possible explanation.

I'm saying it's ok because it's sending out new branches from the trunk

What do you recommend if that's the case?

The green tape you have is too tight and it's girdling the tree. Not sure if that's what's causing your issue, but that will definitely harm the tree

Your tree doesn't look too bad. The dropping of the fruit is normal, especially when the panicles are holding too much fruit. Sometimes smaller branches that are shaded out will naturally die back.

Do you have a picture of the actual branches that are dying back. A picture of the entire branch as well as the transition from brown to green cambium will help. Are the leaves still attached to the dying branches?
I agree with merce3 that the green stretchy tape is a bit tight.

Yeah the leaves stay attached to the dead branches

Cut and burn the wilting branch. Is not a systemic fungal pathogen. If it is in fact TSHB. I had a bad infestation last year. Seems to be establishing itself in So. Florida and has 200 Plus host including fruit trees.
