Thanks for the link. I didn't see an egg cluster in the photo that these could have hatched out of. If there was one nearby these could be assassin bugs. I believe assassin bugs will scatter very quickly after hatching or they would eat each other. Like spiders or praying mantids can do. While the pic may be of recently hatched assassin bugs, it much more probable they are not. To your point, stink bugs aren't a problem on citrus as they can be on tomato, pomegranate, and pecans, etc.
