Yes they are blooming. The mixed leaves with blooms is nothing to get excited over its fairly normal.

Congrats Rascal!!

I've also had this happen to me in the winter of 2012...new leaves mixed with blooms...

This year not too many blooms so far, the few that are present are just blooms (no leaves mixed in) like the ones pictures above.

In picture 3 it was a scion which was broke off during hosting a childrens party. So i cut the branch to give it an even cut and it is sprouting new leaves maybe even buds too.

I have these on my trees this year.  For those familiar with these mixed shoot/inflorescence, do these fruit or just fall off or become regular branches?  Do I need to do anything to or about them?

These can fruit so you can just leave them alone for the time being. If your tree is small, you can wait until the fruit are about penny size and then remove them.

I dislike those mixed panicles. I snipped the leaves off on some but not the topmost leaves where the panicle is still growing out longer. Here are comments on it

Unambiguous panicles with buds but no leaves, make me feel better about this years fruit production

I had huge flowerpanicles this year, like 60 cm or 2 foot long. Nothing set fruit. Then new panicles came, 1 foot long and some set fruit but not much. Nothing at the top of the tree set fruit, got powdery mildew and died.

Size doesn't matter, it's what you can harvest that counts.

i have this kind of bud on three of my mangos.  lancetilla,  maha chanok, and Neelam.  also more conventional buds forming.  being in north florida, i think i'm a little behind the calendar for other places - 6 weeks?
my poor Neelam got damaged in my greenhouse construction.  not once, but twice!  i planted the mangos last spring, and built the greenhouse around them.  taking down the scaffolding for the roof installation, the Neelam got stuff dropped on it.  it responded by pushing a LOT of buds this year.  it was also the only one that produced fruit the first year.  it gave me one (1) mango last fall.  it was delicious.
