That's all from the navel orange, they're not all like that but there's enough to cause concern. Now what should I do? Do I need to contact someone to verify?

Yes. Call your county agent and he will call usda and they will inspect and determine. Some of this does not look like HLB to me.

They could have more than one problem. See Thrip damage and Citrus rust damage also to compare your symptoms

It is not citrus greening. It looks like citrus scab. Lot of information on the Internet about scab.

Try this on you’re trees with greening HLB the brassinolide can be bought many places it has worked for me ebay but the one that says made in USA
