Can anyone help with identification of growth on orange tree branches

Help Please!

I have some growth on my orange trees and its like the trees have a brown blotchy bumpy growths, they are not growing well and this seems to be on 70% of 100 orange trees.

Anyone know what this is? and what can be done?

You have a very bad scale insect problem. Spray them with horticultural oil.
