I want to buy Sweet Tart Mango tree on manila root stock preferably in 15 gallon size. Where can i buy it from.

I doubt you will find 15 gallon or even 5 gallon ST grafted on manila. So far I have only seen grafted seedlings for sale.

I’ll have some in a month and some other varieties. Turpentine rootstock works well with some varieties sweet tart being one of them

I agree with Frank. You may have a bit more droopiness but you can just trim off the growth that is growing downward.
