Will airlayered rootstock suckers make new high quality rootstocks?

Question:

Will an airlayered rootstock sucker make a good new rootstock? My concern is root development. I know some rootstocks are best grown from seed because they develop better root systems. I do not know if this is true for citrus. It's a trifoliate rootstock.

Rootstock cuttings never develope a tap root This iz what makes a tree able to withstand windy conditions. From personal experience I do not use rootstock cuttings....I know that they never develope a very large root system like a rootstock from seed. Remember the root stock is what makes tbe grow, prosper and supports an abundant crop.
