Are the seeds in the Durians they sell in NYC's Chinatown viable?

If the durian was frozen, no.  If the durian was not frozen and you bought it as a whole fruit, then the seeds should be viable.

Chances are it was frozen and possibly irradiated.  My guess would be that the seeds will not be viable but if you bought the fruit already there is no harm in trying.  If you are thinking of buying through fruit for the seeds only...save your money.

Durians are not irradiated because they are not a host for fruit flies.

That's because durian fruit shipped to USA is usually frozen. Canada receives a lot of unfrozen durian.

Last time I checked all US frozen durians come from Thailand only, and all of them MUST be irradiated (not the case in Canada). So any US bought frozen durian seeds will not be viable. 99 Ranch Market is the only place in US where I saw fresh durians. Also twice as expensive compared to frozen ones. Those seeds might be good to go.

I think you may have read/heard incorrectly because durian from Thailand into the US does not have to be irradiated.
