Bleach for root rot???

In the FAQ section of the "other" citrus forum it says to use 1 part bleach to 4 parts water for treating root rot. Some hydroponics sites also mention using bleach but at much lower concentrations. Has anyone used bleach to cure root rot in citrus?

1 part bleach to 4 parts water is quite strong. I have not personally used bleach to "cure' root rot, but a commonly used solution by many people is 1 part bleach to 9 parts water.
