Citrus leaves dropping. Pale new leaves.

Hello everyone, I've been noticing my Persian lime and other citrus trees look like someone cut off each leaf and the new ones look pale, they are profusely flowering. Can anyone tell me if they have seen this before our what general causes could be? I'm in southern California and I'm afraid all this rain NONSTOP COULD have a role to play.
I had papaya in an elevated bed, they died and when I dug where they were planted, it smelled anaerobic, nasty. Or could this be a normal consequence of wet and cold? Pics attached.
