What is this on my Canistel?

It's slowly spreading. I sprayed neem oil with no success.

 I see some scale, mostly on the petioles of the lower leaves.
 The sugary secretions of those creatures feed the black
 sooty mold that covers some of the leaves.

 You must treat the scale and that should clear
 the sooty mold condition.

Look on the underside of your topmost leaves...look for signs of spiraling whitefly. You will know it when you see it

Am I the only one that noticed that the tree looks more like sapodilla than canistel?

You are not alone. ..those leaves sure look sapodilla like in shape and texture.

It is a sapodilla. Bet the flowers smell. Sapodilla strongly scented all of old KEy West when in bloom but now with far fewer giants its only encountered mildly and not as one big cloud over almost all of older KW

Anyway the solution is a solution of Ivory Soap or any other K based soap not Na based (unintentional pun)

Sapodilla.....sorry guys!! 
It also has never given any fruit. Lots of flowers, but no fruit. Its about 4 ft high. I do have it in a 10 gallon pot.  Waiting for spring to put it in the ground.

Mine did not hold fruit until they were 5' tall. They are fairly slow growing but worth the wait. Spiraling whitefly does favor them but usually not enough to significantly damage the tree. If it is getting out of control, there are various methods of control available.
