About 9 - 10 feet tall here, and no flowers yet. Some minute budding, not sure if new growth or flowering.

I have. Had one take out of about six.

I ordinally had the same problem.    increased the fertilizer and my Sumo were larger and all had a good necks.

Never heard of anyone doing that with mulberry. Have you tried using scions after the buds pushed, then put into the refrig?

This thing started flowering at six months in the middle of winter outdoors, is now nine months old and is flowering again... this is relatively odd, right? This seems like a mutant.

And of course it lost the tag, so I'm not sure what kind it is (I think either a wild Hawaiian, some Brazilian variety from Marcos, or a Green Apple from Green Planet, I was growing seeds of all those around the same time). Guess I'll find out sooner rather than later at the rate this thing is trying to produce...

For the Sri Lankan Weevils, I walk around at night with a headlamp on and hand pick the weevils off leaves and drop them in a cup filled with soapy water. As mentioned, while they chomp on mango leaves, they tend to prefer other leaves (here it's been bauhinia, Silk Floss Trees, and Fried Egg Trees, followed by Barbados Cherry and now Canistel).

Fertilize your Sumo more and the fruit will develop the neck.  The neck on  sumo comes with larger fruit.
