My experience with seeds from Brasil is that sometimes, the Brasilian post office and/or Brasilian Customs confiscate the seeds and dispose them before they leave the country.
To be fair, that happens everywhere not only in Brazil, and i would blame more to the postal service receiving the seeds, I've ordered seeds many times from Brazil, and so far i have always got my seeds, just once i tried with cuttings and it was confiscated. The countries i never order anything , not even seeds are Italy and France, i tried a few times with both and i never got anything.
