leaves curl (not leaf miner) on Eureka lemon

Hi all,
I planted this eureka lemon on March 14. Since then there has been flowers bloom and some are fruiting (I will cull the fruit soon) but I notice at the bottom of the tree, the leaves are curling downward. Is this a sign of nutrient deficiency? What could this deficiency be?

I see a lot of scales, inscects bites can cause curled leave too.
