It's an approach graft except you graft roots onto the branch rather than grafting a branch from a small potted rootstock tied to the mother tree. Like Joe commented, there's a possibility of infection from the soil ball to the mother plant through the open wound.

Wouldn't the normal approach graft be better? This method does several approach grafts but only one soil ball so the advantage is saving some extra
 work?
