turning girdled scion into cutting ?

can i turn a girdled scion into a cutting by just cutting the girdled part off ?

I also wanted to ask if you cut cuttings at a angle or do you cut them straight ?

You want to root the cutting? Keep in mind not everything will root from cutting.
For rooting, it's best to cut at an angle to expose more tissue. Cut close to a bud since buds are where it'll be most active.
Rooting hormones such as dip n grow will also help. Too much hormone can inhibit roots.
