Unhappy Dwarf Lemon

This poor little lemon tree has been unhappy since I got him last spring. I have several other lemons that are looking great, but this one has continued to drop leaves so now he is down to just a few leaves at the top. Oddly enough, he is blooming right now. Any ideas for reviving him? He's in a combo of sandy cactus mix and regular organic potting soil, under full spectrum lights.

What variety of lemon is it? I know Meyers are very finicky about light changes. It may drop all leaves and start putting on new ones that will acclimate to it's current conditions.

It was labeled as "dwarf lemon", so I don't think it's a Meyer. Most of my other lemon trees are Meyer, but I got two of these at the same time and the other one is happy.
