powdery mildew?

good afternoon all.

i have three mango trees that have been sitting on the porch, waiting to go into the ground as soon as we get some rain (we're currently in an extended drought).

two of them (beverly and sweet tart) suddenly are showing signs of what i think is powdery mildew. 

if that is indeed what this is, then my plan was to remove the affected leaves and wipe down the stems with a 1 to 4 solution of listernine and water  (suggested in a google search -  https://www.growingagreenerworld.com/controlling-or-eliminating-powdery-mildew/).  then hit it with neem oil.

is this powdery mildew?  is my plan reasonable or am i way out in left field?  any suggestions would be greatly appreciated.  : >)

Remove the leaves and wash it in camomille tea or spray it with copper sulphate( bordeaux) .Neem oil its for insects no for fungus.

Post 1327 say it's mango scale.

Post 1327 say it's mango scale.
Your right.It looks to be an insect from the pattern it makes on the leaves and not a fungus.In that case an insecticide like the neem oil,horticultural oil or better a dishwashing soap and water spray.

it does look like the photos of mango scale. on that assumption i will remove the affected leaves and whatever insects are accessible on the stems and spray it with the neem oil.

always thought sulfur was the way to go
