I am trying to root cuttings and currently there is growth that appears to be flower buds.
The question is are those flower buds or leaf buds? If they are flower buds should I remove them?
They have been in the rooting medium about 5 weeks.

Leave them alone for now. You don't want the tree trying to rebloom and waste energy. In a few weeks you can just remove the fruit that set but don't break the entire flower/branch.
Purple mombin is one of the easiest plants to grow from cuttings and you probably didnt even need to wrap them with plastic.

The formation of flowers is a great sign. Next it will have some leaves and then
you can remove the flowers/fruit. I have had mulberries do the same thing. I agree
with murahilin leave them alone for now and keep substrate moist.
