Any bug spray safe for Lychee leaves?

Basically some of my Lychee air layers sometimes have new growth that curls and falls off.   I'm pretty sure this is pest based.  Is there any spray I can use that won't damage the existing leaves?  I tried neem oil and it did help, but then it burned the existing leaves.

Why are you sure it is pest related?  Do you see pests and if so, what type?  Maybe post pictures of the problem.

Spraying neem, if not done correctly, it can many times do more harm than good.  Personally,  other than possibly for mites, which a miticide would probably be better, i would never use neem.

Airlayers still on the tree or cut off or potted for a while? Sounds like not enough water going into it.
