The question is why did the older growth leaves drop like that. Mangoes are pretty thrifty, and I don't see premature leaf drop as a sign of nutritional deficiency. There was some sort of stressor, whether it was salt or perhaps cold or drought stress? Kelp can contain salt, so spraying that on the leaves could cause injury.
You probably don't need to give that little mango tree any form of nutritional supplement. Even in calcareous soil here in South Florida, nutrient deficiency in mango is pretty rare.
