For anyone with questions as to the hardiness of this tree, it was starting to fully leaf out and then we had a low of 20.  I banked soil around the base of it.  The area that was covered in dirt still has green leaves but the leaves above were toast.  It does not appear that the limbs aboved the banked soil line are dead as pf yet but will not know for sure for another couple of weeks.

UCR also has something about Milam being related to volckameriana.  Is that the same as Volkamer Lemon?:

Volkameriana is Volkamer lemon. Millam and Volkamer are listed as different varieties in the citrus rootstock ID book that I have access to, but the UCR link you posted says that they have the same parentage (sour orange x citron). The leaves and other tree charicteristics look very similar in the photos that I looked at. Actually, the leaves are virtually identical in shape. One does tend to be slightly larger than the other, but I doubt that you could tell the difference in the field based on that. The most obvious difference that I could find was the seed count. However, since we are almost certainly talking about a seed grown tree, there is always the chance that it does not fit one mold or the other perfectly. I never heard of milam lemon but according to ucr it has about as much cold tolerance as a regular lemon:

I am zone 8b here and it would have been toast to the roots two winters or more ago--at most the 2017/2018 winter here along the northern gulf coast.  Volkamer has more cold tolerance and is used as a rootstock in our area for sour fruited citrus due to its cold tolerance.

My guess is that it could be Volkamer lemon.  It is used as a rootstock in our region for sour citrus varities (Lower Alabama/Northwest Florida).  Here is some info:

Even if you could, I believe Florida has made it illegal for a residential homeowner to propagate citrus, even by seed.  I could be wrong on that.

Manhattan is an island.North and South America together is one big island. Containment has a lot to do with governments acting swiftly and decisively, the population responding properly and having a decent public health system. If the actions fly in the face of personal freedoms then some places are more exposed culturally. The quality of leadership in some places where covid has run riot is questionable also. There are a few places that better have people planting vegies right now because they are in for a long haul but not everywhere.

Are you saying that North and South America is one government?  I do not think you understand how containment works.  Even if the United States shutdown 100% of air and sea travel, there are two large open borders to the north and south which people can walk across.  If you are an island country, you can cut off air and sea travel to the country thereby containing it.  But good luck though as it seems this virus will be with us for years and years, it is not going away.

If immunity is gained by getting it and then recovering it will still be a small proportion of the pop of all countries. It is hard to know why containment is so much harder in some places than others.

Containment is a lot easier on an island than with open land borders.  But this virus will be with us like the flu.  Containment has worked great for the flu.

There are only 5 active cases in my state and none in my city thank goodness and over a million tests have been done. I guess it isn't post covid living everywhere as it has to play out in a few places yet and there could always be a resurgence. Many fruit fans are keen for international travel to be normal again.

The places where it has not spread through will more than likely have to lockdown permanently as a vaccine is only suspdcted to be less effective or have about the same effect as the flu.  If you have a population without immunity and 5 years down the road someone travels there with it, it will go through that population as well.

Im a registered libertarian and dont give a care what anyones politics are.  All thats important is that the mail arrives on time.  Ive got 2 internet businesses and ship 5-10 packages a week.  The packages are arriving late, its not a political hoax.  People get a banana plant or box of fruit 8 days later its no good for business.  What am I supposed to do, make them eat the cost or me eat the cost?

I send a lot of certified mail, I have not seen any delays other than the usual incompetence of USPS losing certified mail that which has occured with the same frequency since I started in 2013.

I have a branch on my brown select that split due to the weight of the fruit and ppssibly wind.  My question is, if I can stake the outermost branches to support the weight of the fruit and try to hold the split together with some type of wrap, will the tree heal the split itself?

I cannot verify that it is the true variety (tice) advertised as I just purchased, but I did receive ten (10) healthy cuttings last week for $15.00 total including shipping.  I put rooting hormone on them and put them in a pot in shade and all 10 are starting to leaf out now.  They may or may not be rooting.  The link for the cutting is as follows:
