Mango Not Producing New Leaves

I'm hoping someone here might have some suggestions for me.  This is my second mango tree, my first froze in a super cold week one winter.  Last year I picked up a new manilla mango from the local nursery but this year it's not producing any new leaves.  We had a fairly wet March by SoCal standards.  I'm not sure whats wrong.  I've attached some pictures in hopes someone has any suggestions.  The new leaves in the pictures have been like that for at least a month.

I just sprayed some cooper fungicide on it today after reading some stuff online.

What prompted a copper treatment? Are you getting loads of morning dew?

Mostly reaching for straws spraying cooper fungicide.  We had a really wet March and I read mango's are susceptible to fungi and a few leaves had some small black/brown dots.

For the future, copper only acts as a preventative against fungal invasion, once the infection exists, copper is ineffective.
It's really important to hit the window just after a rain if you spray it at all, otherwise it does nothing or worse.

Your new flushes are crippled which reminds me of transplant shock or zinc deficiency, more than likely it's shock. I've had shade grown seedlings that when exposed to too much direct sun, responded similarly.

It will come out of it more than likely.

Looks like you have new branches and small leaves forming unless I’m looking at the wrong picture. Have you given your tree any fertilizer?

Thanks for the Cooper fungicide information. I'll try fertilizer and see if that helps. I planted it last year and it pretty much hasn't done anything since then.

I stepped up the watering and fertilized.  After about 5 days some of the tiny leaves finally started to grow.  I'm still concerned because the leaves have a "curl".  The picture below is up close so the leaf looks bigger then it is, its currently about 1 1/2 inches long.
